About the Speaker

Mr David Siah graduated from the National University of Singapore with a degree in Computer Science and has an MBA from the University of Birmingham. As the chairman of the Cloud Security Alliance - an organisation dedicated to cloud security standards, certification and promotion - he is actively involved in cyber-security activities of all types in Singapore. Aside from his work as a committee member on the Singapore Information Technology Federation's Security and Governance Chapter, he is also a member of iDA's Cyber Security Alliance and iDA's work group on Cloud Outage Incidence Response.

Exploit Technologies Pte Ltd (ETPL), the technology transfer arm of the Agency for Science, Technology and Research (A*STAR), is proud to organize the 7th Distinguished Technopreneur Speaker (DTS) Forum. The DTS Forum series seeds innovation and entrepreneurship in Singapore through insightful sessions by speakers who excelled in innovative value creation. The speaker series engages entrepreneurs, industry professionals, researchers, scholars and students in Singapore to inspire them to explore and tap on the potential of technological innovation.

Speaking at the 7th DTS Forum is Dr Stephen Turner, a physicist-turned-DNA sequencer, who is also the successful founder of Pacific Biosciences. He will be sharing his entrepreneurial experience with entrepreneurs, industry professionals, researchers and academia in Singapore to explore the potential of innovation and entrepreneurship. His speech will revolve around the role that technopreneurship can play in Singapore’s portfolio and its potential growth and reach for the coming decades. As Pacific Biosciences is based in Silicon Valley's Menlo Park, he will cover elements of how Silicon Valley began as a technology entrepreneurship hub and discuss how some of those lessons can be adapted to Singapore’s situation.

A*STAR initiatives for SMEs – Mr Liau Eng Soon, Director, SERC (GET-Up, TAP)
This presentation will highlight two main initiatives that A*STAR has for the SME community. This includes the Technology Adoption Programme (TAP) which aims to help SMEs achieve quality growth by raising their technological capabilities and increasing their productivity, by leveraging on both technology and innovation. The other initiative is the Growing Enterprises with Technology Upgrade (GET-Up), an industry programme that seeks to upgrade the technological capabilities of local SMEs to enhance their global competitiveness.

Introduction to the Manufacturing Productivity Technology Centre (MPTC), Singapore Institute of Manufacturing Technology (SIMTech) – Dr Lee Eng Wah, Director, MPTC and Deputy Executive Director, SIMTech
This presentation will provide an overview of the MPTC and the various Ready-To-Go (RTG) technology packages that it has created for mass adoption. Examples include High-mix Low-volume manufacturing, LEAN manufacturing, RFID for Track and Trace, RFID for Resource tracking, Overall Equipment Effectiveness etc.

Productivity Initiatives from the Institute for Infocomm Research (I2R) – Mr Dennis Quek, Business Development Manager, I2R
This presentation will provide an insight to the productivity initiatives from I2R and the RTG technology packages that it has created for mass adoption.

Tapping on iSPRINT for ICT Adoption – Ms Cheong Su Fen, Manager, SME Infocomm Enabler Division
This talk paints a clear overview of the importance of the adoption of ICT technology in order to survive in this tough business environment. IDA has various initiatives targeted at helping SMEs accelerate the adoption of infocomm technology by making the implementation more affordable. These initiatives focus on 3 main areas ranging from simple solutions that improve business operations to innovative uses of technology that transform a business or sector. The “whats” and “hows” for tapping on the iSPRINT scheme will be presented along with case studies of various SMEs and the impact of ICT usage on their business.

Government Grants for Technology Adoption/ Innovation – Sharing by SME centre @ SICCI
This presentation will be focusing on various government assistance schemes such as the Productivity and Innovation Credit (PIC) from IRAS and Innovation & Capability Voucher (ICV) from SPRING Singapore.

Speakers’ Profile

Mr Liau Eng Soon, Director, SERC (GET-Up, TAP)
Mr. Liau Eng Soon is currently the Director of the Science and Engineering Research Council (SERC), Agency for Science, Technology and Research (A*STAR). He is responsible for both the Growing Enterprises through Technology Upgrade (GET-Up) and Technology Adoption Programme (TAP). Both programmes are tailored to help Small and Medium Enterprises (SMEs) grow through a holistic and integrated approach by harnessing the existing schemes of SPRING Singapore and the technical capabilities of A*STAR Research Institutes (RIs) to address their financial, human resource and technology constraints. Mr Liau brings with him years of experience in strategic planning, programme management and change management in engineering sector to A*STAR.
Eng Soon graduated with a Bachelor of Science (First Class Honours) in Aeronautical and Astronautical Engineering with a Computer Science Minor from the University of Illinois Urbana-Champaign (UIUC), USA and a Master of Science in Aeronautics and Astronautics from Stanford University, USA.

Mr Dennis Quek, Business Development Manager, Institute for Infocomm Research (I2R)
Mr Quek has 15 years of working experiences in the Manufacturing Sector primarily Semi-Conductors. He held a wide range of roles as Product Test Engineer, Software Consultant and Project Manager in Multi-National Companies like Advanced Micro Devices (AMD) and KLA-Tencor.
Currently working as a Business Development Manager in I2R, his job scope involves understanding the value chain and ICT companies, translating the needs from customer and relating it to the R&D solution offerings. He works closely with internal technology teams and external clients to identify industry insights and opportunities, as such, defining solutions for customers to drive growth and productivity.

Dr Lee Eng Wah, Director, Manufacturing Productivity Technology Centre (MPTC), Singapore Institute of Manufacturing Technology (SIMTech)
Dr Lee Eng Wah is currently the Director of Manufacturing Productivity Technology Centre and Deputy Executive Director, SIMTech. He completed his PhD in Mechanics of Materials from the University of Strathclyde, UK. Since joining SIMTech in 1990, Eng Wah managed research in CAD/CAM, Product Development and Data Management, Operations & Supply Chain Applications, Web Services Programme as well as Planning & Operations Management.

Ms Cheong Su Fen, Manager, SME Infocomm Enabler Division, IDA  
Ms Cheong is the Manager for IDA’s SME Infocomm Enabler Division.  She brings along with her comprehensive experience in the design, development and implementation of IT projects for the education sector. Her current role in IDA involves spearheading infocomm adoption among SMEs and forging strategic alliances with partners and businesses so as to bring about transformation for companies in the F&B, retail and professional services sectors.
Prior to this, Ms Cheong was the Head of Knowledge Management and Innovation at the Ministry of Education where she won several awards and accolades for her quality of work. She holds an Honours degree in Science from NUS and a Masters degree in Knowledge Management from NTU.
